As with any reform, says UN Emergency Relief Coordinator John Holmes in his article on page 4 of this issue, “you have the believers, the sceptics and the opponents.” The perspectives of all three camps are reflected in the 25 articles that make up this issue’s feature section on humanitarian reform – which we hope will contribute to a constructive and fruitful debate around the world.

We are very grateful to Concern Worldwide, Department of Foreign Affairs and International Trade Canada, Islamic Relief, OCHA’s Humanitarian Reform Support Unit, Save the Children UK, UNDP BCPR, UNFPA, UNICEF and WFP for providing financial support for this issue.

This issue, which is being published in English, Arabic, Spanish and French, also includes 16 other articles on a wide range of subjects.

If you would like to receive a hard copy for your organisation, or multiple copies for distribution to partners and policy- and decision-makers, please email fmr@qeh.ox.ac.uk. You will need to send your full postal address and indicate how many copies in which language you require.

We encourage you to circulate or reproduce any articles in their entirety but please cite www.fmreview.org/humanitarianreform.htm

Please visit www.fmreview.org/forthcoming.htm for details of forthcoming issues in 2008 (first two issues of 2008 focus on Burma and climate change/environmental displacement).
